City Council Representative at Large Willie Madrid,Jr. spearheaded the effort to get a bus running from The Rio Vista Community Center to the University of Texas at El Paso campus and back home again Monday, Wednesday and Friday @ eight different times. On the evening of October 7th, City of Socorro Mayor Pro Tem Mary B. Garcia received two emails apparently from Trini Lopez, stating he was officially resigning as Mayor. In one error filled email, addressed to elected officials in the county, Trini Lopez states he should not continue in office. In both emails Trini Lopez says that as of today October 7th 2012 he is resigning as Mayor of the City of Socorro. “ We have to wonder if the fact that the City of Socorro City Council was going to take up, during a special meeting this week, the Mayor’s inappropriate businesses practices as part of the reason behind his sudden resignation.”

The City of Socorro’s Celebration of Lights was a hit!
Residents from all over the community helped light the City of Socorro Tree. It was cold and beautiful as City Leaders and the Ernesto Serna School Choir gathered outside City Hall. Dozens of families including City Representatives and members from the Mendoza, Chavez and Gonzales families just to name a few placed their family ornaments on the City tree. It’s a great time of the year to be in the City of Socorro.

The Candidates list for The City of Socorro’s May 11th Special Election was finalized Monday March 11th. Applications for the office of Mayor, City Council Representative District #4, and City Council Representative at large were accepted up until 5pm Monday March 11th 2013. On Tuesday March 12th the order was drawn for the candidate’s position on the Special Election Ballot.

This month the City of Socorro will have a new Mayor Pro-Tem.
Your City Council selected Rep Gloria Macias Rodriguez to succeed Representative Mary B. Garcia who completed her one-year term this month. Ms. Garcia was thanked and her accomplishments recognized at the first city council meeting this year.

The newest challenge I’m taking on is the centralization of our Municipal and Administration office building in the center of our city. It means a new 4 to 5 story building could be in our future soon.
We’re also securing water rights to irrigate the new Joe Carrasco Park in District 4, and for weeks I watched over the installation of a new water pump and well (160 ft.) so now we’ll have the water to take care of Moon City Park which has been neglected and nearly forgotten for years.
I’m so proud to have played my part in winning the biggest illegal water dumping lawsuit in City of Socorro history, and now I’m thrilled to be on the steering committee to use that water to build us a “RIVER WALK in the City of Socorro. All of us really want to see this project start as soon as possible.
All of these achievements are possible by the very hard work alongside a supportive City Council. And all of these City-Wide projects made possible without a single increase to our property taxes! And all within our spending policy. More clarity than ever before in City of Socorro spending!

STILL no Mosquito Larvae found in BullDog Championship Park Pond
Health Inspectors still report NO Mosquito Larvae in the Aeration Pond. Larvae has been found in adjacent area but in all cases was treated immediately.Vector Control, which is located at 7969 San Paulo, El Paso, Texas 79907, has fogged several areas including Glorietta and Middle Drain in the City of Socorro this week, still if you see a problem area give them a call at 915 599 6290.
In September Vector Control fogged (sprayed) more than 4,000 acres in The City of Socorro and “targets” an area in the City of Socorro 1 or 2 times a week, The fogging prevents mosquitoes from breeding, however, mosquitoes can breed in ANY standing water, like puddles in old tires or trash in a yard. - City of Socorro park has been renamed:
On April 5, 2012, the Socorro City Council renamed and dedicated a 1 acre Park in honor of Joe S. Carrasco. The park was formerly known as “Bonito Park” and it’s located on the corner of North Loop Dr. and Wellettka Dr.. The yet to be developed park has irrigation rights and is located next to a semi-major irrigation canal. The park has already begun improvements with major earth-work. The earth-work is being done in anticipation for the new irrigating season and before improvements are made to it like shade structures, trees, and benches.
Joe Carrasco served as the first Mayor of the newly incorporated City of Socorro and was re-elected twice. Mr. Carrasco also served as a School Board Member for the Socorro Independent School District. In 2006 he was inducted into the El Paso Baseball Hall of Fame. His baseball passion began when he played for Ysleta High School as their second baseman for four years 1958-1962. He helped lead the Ysleta Indians to a District Championship his sophomore year. He was also named team captain his junior and senior years. He then played for Texas Western College in 1963, playing in the first year a college program was offered there. Drafted into the United States Army and served two years and played shortstop for the 5th Army Division baseball team. Returned to play baseball for UTEP and became the starting shortstop his senior year. After graduation, Joe became the first baseball coach at Socorro High School in 1974. He played for the Socorro Cougars Semi-Pro team from 1963 to 1978.

- Aliviane’s Rural Border Intervention (RBI) Program at the City of Socorro’s E.G. “Chayo” Apodaca Community Center
Rio Vista Community Center is partnering up with Aliviane to bring the new “The Rural Border Intervention (RBI) Program” to the citizens of Socorro. The Rural Border Intervention (RBI) Program provides substance abuse prevention and intervention services to youth and adults in remote Rural Border areas. The goal is to educate about the consequences of using drugs or/and alcohol, in addition to advocating and increasing access to substance abuse and mental health treatment services.
The program promotes family bonding and strong relationship building as it provides parenting classes. Parents will learn strategies on how to build a safe, stronger and sane relationship with their children to better understand them, how to effectively get involved in their children’s lives. Parents and children will be educated about the types of drugs that are outside on the streets, the types of resources that are available for them in the community and strategies that will help to stay away from drugs.

- FREE Citizenship Courses at Rio Vista Community Center:
The City of Socorro’s Rio Vista Community Center, through The University of Texas at El Paso’s (UTEP) Center of Civic Engagement’s SHINE Citizenship Adult Literacy Program and with the assistance of Diocesan Migrant and Refugee Services (DMRS) and Texas A & M’s Colonia’s Program, is able to provide free Citizenship Courses. The Citizenship Classes will teach adults immigrants and refugees how to navigate the complex path to U. S. citizenship. The classes will prepare students with material in U.S. history, the basics of American civics and government, as well as the English language to a level that will aid them in passing the US Citizenship exam.

Update: Ex-Marine walking across America is half-way through Texas
Eddie Gray the ex-Marine who stopped by Council Chmaber on his walk across America is about hal-way through the Lone Star State. News paper reports say “Gray spent Christmas and the past five weeks with (an) Odessa family. He left Odessa on Wednesday evening and arrived in Midland Thursday morning.”

To better serve Residents of Socorro, Hours of operation for the Community Centers will change effective January 1, 2012.The most notable change for the community will be the extension of operational hours at Rio Vista Community Center. The change in hours comes after careful review of our usage patterns, and from responding to community requests for afternoon wellness, fitness and educational programs at Rio Vista Community Center.

Code Enforcement Officers are continuously in the field inspecting properties to ensure that they are free of weeds and debris and not detrimental to the neighborhood or the environment. Code Enforcers are called to enforce complaints against illegal dumping, weeds, trash, tires and all types of offensive conditions. Code Enforcers cite vendors without permits, issue citations for the illegal sale of vehicles in prohibited locations and enforce all other Ordinances for the City of Socorro.
